A good credit policy will increase citizen's confidence

On July 15, Directive No. 40-CT / TW of November 22, of the Secretariat on strengthening the Party's leadership on social policy credit was considered after more than 5 years of implementation.

Deploy the spirit as directed

Mr. Nguyen Van Binh - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Economic Committee, affirmed that among the socio-economic development policies implemented in the past time, credit Social policy is a bright spot and is considered an innovative, deeply humane and suitable solution to Vietnamese practices Directive No. 40-CT / TW, dated November 22, 2014, of the Secretariat, expressed the Party's special interest in social policy credit, thereby further confirming the Party's deep interest in poor people and policy beneficiaries.

The reality shows that the good implementation of the social credit program in the spirit of Directive 40 is also good at the grassroots mobilization, in order to achieve the goal of building a new countryside, sustainable poverty reduction, and poverty reduction. Especially, timely and proactive implementation of policy credit for people affected by the COVID-19 pandemic in the current period is considered as one of the most urgent and important solutions. With great significance, it helps the poor and the policy beneficiaries to have stable conditions for employment and life.

According to the report of the social policy bank, since the Party Central Committee's Secretariat issued Directive No. 40, the scale of capital sources and credit growth of the Bank for Social Policies is constantly expanding, the number of beneficiaries preferential credit policies are increasing day by day, credit quality is improved. Outstanding social credit by the end of June 2020 reached about 219,900 billion dongs, focusing mainly on 8 big programs (accounting for over 96% / total outstanding loans).
 
General Director of the Bank for Social Policies - Duong Quyet Thang said that the effectiveness of social policy credit has confirmed that the method of capital management and the organizational structure of governance, administration, and operations of the Bank for Social Policies are entirely appropriate with the reality of our country, has mobilized the synergy of both the political system and the whole society to participate in poverty reduction and social security. In addition, Mr. Thang also emphasized, instruction No. 40 has created conditions for the Bank for Social Policies to better political tasks assigned by the Party and the State.

It can be affirmed that social credit policy is an important pillar of the National Target Program on Sustainable Poverty Reduction. This is also the most widely implemented policy, meeting a large number of capital needs for the poor. Thanks to this pillar, in the period of 2014-2020, the number of poor households decreased rapidly, in which the percentage of poor households in the period of 2016-2019 decreased from 14.2% to 4.25%, the poverty rate according to the multi-dimensional poverty line decreased. from 9.88% (2016) to 5.23% (2019), 1.7 million households will surpass the poverty line; attracting and creating jobs for more than 900,000 laborers, contributing to repelling black credit, restructuring the economy, especially in rural and rural areas.

Speaking at the Conference, Mr. Tran Quoc Vuong, Member of the Politburo, Standing Committee of the Secretariat noted and highly appreciate the participation of the entire political system, social organizations, and social policy banks in the implementation of Directive No. 40 in recent years.  In particular, the participation of the Vietnam Fatherland Front (VFF) and mass organizations at all levels actively contributed to sustainable poverty reduction. However, besides the achieved results, the implementation of Directive 40 still has limitations that need to be overcome soon.

Mr. Tran Quoc Vuong affirmed that the viewpoints, guidelines, and solutions at Directive 40 still had the guiding value for implementation. The requirement is to perform drastically, synchronously, and more effectively to meet the country's socio-economic development requirements in the coming time.

Promote "humanistic" credit power

Some key tasks and orientations to continue implementing Directive No. 40 in the near future:

  • Firstly, at present, the international situation is very unpredictable, our country is facing many difficulties and challenges such as the COVID-19 pandemic, increasingly severe climate change, affecting significantly to life. , production and business of people, especially poor households, ethnic minority households, remote areas. Therefore, it is necessary to focus on making better social policy credit, more effectively supporting the poor, the disadvantaged, immediate, and long-term. To do so, we need to promote the synergy of the entire political system, as well as mass organizations and the business community.

  • Secondly, social policy credit is an innovative, deeply humane solution suitable to Vietnamese practices, helping to reduce poverty, create jobs, develop human resources, and ensure social security and stability. political orientation and socio-economic development under socialist orientation. Party committees, authorities, national fronts, socio-political organizations at all levels should determine whether social credit activities are a goal in the annual and monthly program of activities. It is necessary to further improve the leadership responsibility of the Party committees and administrations at all levels in strengthening and improving the quality of social policy credit, paying attention to verification, identifying subjects, getting loans, and coordinating between technical training, vocational training, technology transfer activities together with lending activities of social policy banks, helping borrowers to use capital most effectively.

  • Thirdly, it is necessary to focus on directing and directing, improving the operational efficiency of social policy banks, strengthening auditing, internal control, focusing on training, and fostering professional competence, professional ethics, and better care of material and spiritual life for employees. Because the characteristics of the work are not exactly like normal banks, here, customers are mostly households with difficult circumstances, so the bank officials must be close to the people, and understand the people to serve them. Officials and units must continue to coordinate better for the bank, especially the social policy bank to promote the role, function, and use more and more effectively the allocated and entrusted capital, not letting negative happenings in social policy credit, making an important contribution to pushing back black credit, effectively implementing policies and targets set by the Party and the State.

SBV Governor & Chairman of the Board of Social Policy Bank - Le Minh Hung affirmed that he would seriously absorb and implement the directing opinions of the Standing Secretary. Mr. Hung pledged, the whole system will go on drastically to continue to bring Instruction 40 into the most effective life, and the social policy bank will also urgently summarize lessons and shortcomings and issues. devise specific action plans for greater effectiveness.
